Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are released from different nations. Significant resources is expended on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capacity afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a incoming threat. This was a modern interception technology at work, presumably provided by partner states. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the approaching threat won't cause damage this time, protecting urban areas from ruin and further power outages.
Persistent Threats
Soon after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that European nations are clearly incapable to fill in the near term.
Failed Diplomacy
The 28-point plan from American leadership provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, certainly, endure.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington works based on a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does little to discourage Russia, through words or deeds, from assuming that the situation will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require ongoing international assistance.
